How property taxes work in Glen Cove
Glen Cove homeowners get three separate tax bills. The Receiver of Taxes mails them by January 1, August 1 and December 1 of each year. The city and county bills cover a calendar year from January 1 to December 31. School bills cover a fiscal year from July 1 to June 30.
| Bill | First half due | Second half due |
|---|---|---|
| City tax | Dec. 1 through Jan. 10 | June 1 through July 10 |
| County tax | Jan. 1 through Feb. 10 | July 1 through Aug. 10 |
| School tax | Aug. 1 through Sept. 1 | Feb. 1 through March 1 |
The city’s Finance Department page sets the penalties. A one and one half percent discount applies to the second half of city tax when the bill is paid in full by January 10. Late county tax adds 1% interest for each month. A 5% penalty is added to any school tax still unpaid on March 20. County payments received after August 31 cannot be accepted, whatever the postmark.
City bills must be paid in full, because partial payments are not taken, and third-party checks are not accepted. Postage-meter postmarks do not count as a mailing date. The city tax office accepts payments Monday through Friday, 9 a.m. to 4 p.m.. Taxes still unpaid at the June tax lien sale are sold at auction to outside buyers by the City Controller.
New owners should register for STAR school tax relief as soon as the home becomes their primary residence. Basic STAR has a $500,000 income limit for the credit and $250,000 for the exemption, and its benefit is based on the first $30,000 of a home’s full value.

Friends Academy, a Quaker-founded private school, is located within the city but has a Locust Valley mailing address. For the wider picture, see the North Shore school districts guide.
Commuting from Glen Cove: LIRR, bus and ferry plans
The Oyster Bay Branch has three LIRR stations within Glen Cove’s boundaries: Sea Cliff, Glen Street and Glen Cove. Glen Cove station is 27.9 miles from Long Island City. It opened in 1895 under the name Nassau station. The railroad itself reached Glen Cove in 1867.
A temporary alternate plan for the branch ran weekdays from September 2 to November 9, 2025; that schedule is past and is not the current timetable. Use the TrainTime app for current schedules. Details on service patterns are in the LIRR Oyster Bay Branch guide.
Buses fill in around the rails. Nassau Inter-County Express runs the n21 to Great Neck (Roslyn on Sundays) and the n27 to Hempstead, plus local service within the city. North Fork Express offers weekday commuter service between Glen Cove and Manhattan, with stops in Midtown and the Wall Street area. The city planned a ferry direct to Midtown for a 2020 launch, and the launch was postponed because of COVID-19’s effect on transportation demand. The city put out a survey in 2022 to test whether demand exists.
Waterfront, parks and flood rules
Glen Cove is bordered on three sides by the Town of Oyster Bay. Of the city’s 19.2 square miles, 6.7 are land and 12.6 are water, or 65.51%. The city lists a public golf course, three beaches and parks among its recreation sites. Morgan Memorial Park is a 40-acre park with views of Hempstead Harbor. Part of the Morgan property was donated to the city and is now Morgan Park and Beach.
Welwyn Preserve is a 204-acre wooded preserve open to the public, with nature trails and habitats that include a wooded stream valley, fresh water ponds and a coastal salt marsh. Glen Cove Creek was channelized in the early 20th century by the US Army Corps of Engineers.
Chapter 154 of the city code opens with the basis for establishing areas of special flood hazard. The flood chapter is on eCode360. For how flood zones work, see the flood zones guide.
History and city government
The settlement was first named Musketa Cove Plantation, and residents later changed the name officially to Glen Cove. The Town of Oyster Bay had jurisdiction over the area from the 1680s until December 31, 1917. On January 1, 1918, Glen Cove became an independent city.
Incorporation was driven by a desire to spend the city’s tax revenues locally rather than across the Town of Oyster Bay.
The city is governed under a strong mayor-council system, with the Glen Cove City Council as the governing body. Pamela D. Panzenbeck is mayor as of January 2026, elected at-large, and council members are elected from single-member districts. The city has its own police, fire protection and Glen Cove Emergency Medical Services, and the fire department and emergency medical services are volunteer agencies. City Hall’s phone line is (516) 676-2000, and its mailing address is Glen Cove, NY 11542.
